The Atkarsk town council of people's deputies decided to establish a community museum in April 1974. A public council was elected and G.V. Polkov was appointed a director on a voluntary basis. The museum was opened in a former library building in the town park on December 20, 1980 - the year of Atkarsk bicentenary. Since January 1990 this is a branch of the Saratov Regional Museum of Local Lore.
The permanent exposition is displayed in three rooms. Visitors are generally attracted by the archaeological collection, with the earliest items dating back to the Palaeolithic age. Substantial part of the exposition is dedicated to the residents of Atkarsk who fought at the front or worked hard in the rear regions during the Great Patriotic war.
The exhibition hall is used to display works of local artists, decorative arts and crafts, subject exhibitions based on museum collections
